UN HQ, Manhattan, New York, United States | October 14, 2025: Members of the United Nations Security Council have urged the Libyan authorities and  parties to the situation to  recommit to the political roadmap facilitated by the UN Support Mission in Libya (UNSMIL).

Council members made their pleas in statements delivered during the 10017th Meeting of the UN Security Council which was convened on early Tuesday, October 14, 2025 to discuss the Situation in Libya based on the Secretary General’s report. Special Representative of the Secretary-General (SRSG) and Head of UNSMIL, Hanna Serwa Teta, briefed the Council on the current political stalemate, fragile security environment, and economic challenges facing Libya.

Council members expressed broad support for the political roadmap but voiced disappointment over the failure of Libya's House of Representatives and High Council of State to meet initial milestones for establishing an electoral framework. The Council emphasized the urgent need for Libyan actors to demonstrate political will, unify state institutions, and hold national elections.

According to the SRSG, the security situation in Tripoli has improved following a recent truce, but the overall situation remains fragile. The Council called for security sector reform and the withdrawal of all foreign forces and mercenaries. Economic governance was also a significant concern, with calls for a unified national budget and proper management of Libya's frozen assets.

Ambassador Teta reported delays in reconstituting the High National Elections Commission and amending the electoral legal framework. She urged Libyan authorities to complete these steps within the next month, warning that UNSMIL would seek alternative approaches if progress is not made. She informed that UNSMIL is preparing for a "Structured Dialogue" in November to ensure broader societal participation, with a commitment to 35% representation for women.

Representatives from the United Kingdom, United States, China, France, and the Russian Federation (the P5), among others, reiterated their support for UNSMIL's efforts and the political roadmap. They stressed the importance of unifying Libya's political, security, and economic institutions and called for an end to external interference.

Addressing the Council under Rule 37, the Permanent Representative of Libya, Ambassador Taher M. El-Sonni, communicated the deep frustration of Libyans of the prolonged transitional period and called for an end to "international tutelage,". Amb. El-Sonni, appealed to the United Nations Security Council to allow Libyans to determine the future of Libya. He aligned with the statement of the A3+(Algeria, Sierra Leone, Somalia and Guyana) which calls for the immediate withdrawal of all foreign forces, fighters, and mercenaries and Libyan ownership of the peace process.
